How will PAYE Modernisation affect employees?

Employers will now need to connect to ROS before calculating pay and deductions to ensure that they are using the most up-to-date tax credits and cut-off points. They will also have to report these deductions to Revenue every time employees are paid. Employees will be able to view pay and deductions on myAccount on the Revenue website.

Thesaurus Payroll Manager offers a facility where users can securely purchase One4all gift cards for their employees. In 2015, the Irish government announced that employers can now give a non-cash benefit up to the value of €500 tax free to employees. Gift cards arrive addressed to the employer in an unmarked envelope for extra security.

PAYE Modernisation changes for businesses with separate branches / offices

PAYE Modernisation does not lend itself to operating separate branches / offices using the same employer registration number nor does it lend itself to processing groups of staff separately e.g. directors on one payroll and other staff on a second payroll. There are various reasons for this including:

  • full visibility of all payroll data per digital cert
  • difficulty in ensuring uniqueness of employment IDs
  • ensuring that line item IDs are not duplicated 

An employer can have as many employer registration numbers as they want. The solution is to register another number and obtain another cert.

PAYE Modernisation for Payroll Bureaus - The ins & outs of increasing fees without losing clients

PAYE Modernisation is the most significant change ever to happen to the Irish PAYE system and introduces a new and improved way of reporting to Revenue. Employers will need to submit information to Revenue in real time, every time an employee is paid, and as a result, the PAYE system will be more efficient. All employers with at least one employee will need to comply with the new system by law.

PAYE Modernisation does not change the way PAYE is calculated; it just means that employers will need to make more regular submissions to Revenue each time the payroll is processed. Every time you pay your employees, a file known as a Payroll Submission Request (PSR) will need to be submitted to Revenue.

PAYE Modernisation as a profitable service?

For employers who submit a yearly P35 return or those with little payroll experience, the changes to the payroll legislation will be complex and hard to understand. Many bureaus have expressed concern and confusion in relation to getting consent from their client’s employees and securely distributing payslips. Payroll bureaus do not need to seek consent from individual employees that the payroll is processed for. PAYE Modernisation - Understand how your payroll processing will change

The way you process your payroll is changing forever. PAYE Modernisation is a new system that is being introduced where all employers must comply and implement the new PAYE changes. From the 1st January 2019, your payroll will need to be processed in real time, where employers will be required to calculate and report their employees pay and deductions as they are being paid.
